Citizen and Expert Consultation for France’s 2025 AI Action Summit

At the Sixth Edition of The Athens Roundtable, held at the OECD headquarters in Paris in 2024, the results of a global consultation conducted for France’s 2025 AI Action Summit were presented. Led by The Future Society, in collaboration with the AI & Society Institute (ENS-PSL), Sciences Po’s Tech & Global Affairs Innovation Hub, the French Digital Council (CNNum), and Make.org, the consultation gathered input from over 10,000 citizens and 200 experts across five continents.

Expert discussions highlighted practical recommendations for implementation, coordination, and transition strategies, emphasizing a pragmatic approach to AI policy with targeted deployment where benefits are clear and risks manageable. This process marked the first time a global AI summit's preparation included such extensive stakeholder engagement.

The findings were presented in front of a group of envoys and leadership representing a wide range of international and national institutions. The session included:

  • Anne Bouverot — Special Envoy of the French President to the AI Action Summit, Office of the President of the Republic of France

  • Henri Verdier — Envoy to the AI Action Summit on Global AI Governance, and Ambassador for Digital Affairs, French Ministry for Europe and Foreign Affairs

  • Roxanne Varza — Envoy to the AI Action Summit on Innovation & Culture, and Director, STATION F

  • Claire Foulquier-Gazagnes — Advisor to the AI Action Summit Public Interest Envoy, and Tech Policy Fellow, University of California Berkeley

  • Constance de Leusse — Executive Director, AI & Society Institute, and Sciences Po Tech & Global Affairs Innovation Hub

  • Pierre Noro — Advisor, Sciences Po Tech & Global Affairs Innovation Hub

  • Axel Dauchez — President and Founder, Make.org

  • Jean Cattan — Secretary-General, Conseil national du numérique (CNNum)

The presence of these envoys underscored the international importance of the initiative and the consultation’s role in shaping future decisions for AI governance.
